General Transportation Information -----
City Council Approves Ordinance Regulating Idling and Compression Braking
During the spring of 2006, the City Council convened a group of citizens and business owners to study the potential impacts of the KC Logistics Hub project.  The committee issued a report to the Council in July 2006, which contained a variety of recommendations.  In May 2008, the City Council approved two new ordinances that addressed some of the recommendations.  The first was an anti-idling ordinance prohibiting idling for longer than ten minutes in a variety of areas of the community, Ordinance No. 2269.  Gardner was the first City in the metropolitan area to pass such an anti-idling regulation.  In 2007, the Kansas City Metropolitan Area was cited as a non-attainment area US Environmental Protection Agency.  The State of Kansas will be required to address air quality and enforcement issues starting in 2009.  The City of Gardner has passed its ordinance to address the concern of not only the Intermodal Review Committee, but also the air quality issues in the Kansas City Region.  In addition, the City will partner with major commercial and industrial business to encourage and enforce limited idling.  Exceptions to the anti-idling ordinance include residential areas, stopped traffic, extreme weather, emergency vehicles, public transit, and buses. The second ordinance, Ordinance No. 2270, approved in May 2008, regulates the use of compression braking by trucks, limiting its use to only emergency situations.
